The Period When the Children’s Home was Located in Beitou District (1946 - 1980)

I. Establishment of the Taiwan Provincial Child Care Center in the early days of the Retrocession (November 1946 – April 1947)

　After the Retrocession to Taiwan, the government established the Taiwanese Child Care Center, Taiwan’s first public childcare institution, on November 1, 1946. Mr. Zhang Xuemen was the first Head of this organization.

II. Planning of the Taiwan Provincial Nursery (April 1947 – January 1948)

　In 1947, the Center was renamed the Taiwan Provincial Nursery and it was transferred to the Social Affairs Department of the Provincial Government. The residents included children from the neighboring community whose maintenance fee was paid from private and public resources.

III. Restructuring and Establishment of the Taiwan Provincial Taipei Nursery (January 1948 – September 1980)

　In 1948, the Nursery was reorganized into the “Taiwan Provincial Taipei Nursery”. In 1949, the three departments of infant, toddler, and elementary school children care were merged into a “teaching and care department”. Additionally, a “health and hygiene department” and a “social affairs department” were added, while the infant care department was terminated. In addition, a group for children with special needs and a group for adolescents were added. In 1951, the special needs group was converted into the student counseling group, which provided social counseling and training. In 1975, Lu Cailian took over as Head of the Children’s Home. As the facilities were becoming old and the space was small, she decided to relocate the Home to a new site in Wufu Village, Luzhu Township, Taoyuan County.

 Relocation to the Taoyuan Children’s Home (1980 - present)

I. Taiwan Provincial Taipei Nursery (September 1980 - January 1990)

　In 1980, the Home relocated to a new site in Taoyuan. In 1985, the “Children’s Welfare Counseling Center” was established. 

II. Name Change to “Taiwan Provincial Taoyuan Nursery” in 1990 (January 1990 – July 1999)

　In line with the government’s policy to strengthen child protection, the Home set up an “Emergency Shelter for Abused Children” to accommodate abused children.

III. Reorganization of the Central Organization and Renaming as the Ministry of the Interior Northern Region Children’s Home (July 1999 - July 2013)

　In 1999, the Ministry of the Interior changed the Home’s name to the “Ministry of the Interior Northern Region Children’s Home” with a mandate scope covering eight counties and cities.

IV. Ministry of the Interior Northern Region Children’s Home (July 2013 - present)

　In 2013, as part of a restructuring of the Executive Yuan, the Home was transferred from the Ministry of the Interior to the Ministry of Health and Welfare and its name was changed to the Ministry of the Interior Northern Region Children’s Home.
