The Home’s target group is children from two years of age to younger than 12 years of age from destitute homes unsuitable for raising children and who are in urgent need of shelter and care as indicated in the recommendations of the social affairs departments/bureaus or domestic violence centers of special municipalities, counties, and cities.
After accepting them into the Home, the social affairs departments/bureaus or domestic violence centers of the special municipalities, counties, and cities assess whether the conditions at their original homes have improved or whether the children, once they have reached the age of 18, are capable of living on their own (such as studying and living on campus until graduation). If positive, their care in the Home can be terminated.
